duh, setup higherarchical overrides! eg exter capt. overrides inter capt. overides interinter capt etc.
actull, but, who moderates the moderators???
mb we require a system of checkbals to keep extercapts from looting all customers. like, oh mb intercapts can veto extercats by majority quorum. is this feasable??
