I'd be happy to ban people who are being rude in Scribble or other games -- as I've said many times, this site is more for the casual browser than the repeat-visitor expert. I'd rather not have to write anything more on the scribble page than I already have about bad behavior. Please do send me links into the archive if anyone spots anything really bad, though...
Since SICO isn't really a "cooperative" game, I don't know what purpose separating out the "experts" from the beginners would serve. However, I have been considering setting up a system by which two players can create a private game and play correspondence-style. That shouldn't be too hard and might tone down some of the tension between people who still think they're playing real chess.
Also, it doesn't really bother me if people use anagram generators to play scribble (I think that must be pretty boring, but there's no accounting for tastes...). But if one of those players is also complaining about how other players are S dumping or whatever -- well, then that is the height of hypocrisy.
