Right. The directions don't explain this too well (and the resulting story doesn't really reflect it), but story additions are voted on. This is so the stories remain high quality without too much administrative cost.
Your submission isn't lost if it gets voted down, though -- in the future, you'll be able to see all the alternates at each point in the story.
