I understand.
The first problem is that I can't tell webtv players apart, because webtv uses proxies, instead of individually-assigned addresses. That wouldn't be a big problem except that scribble is really popular among webtv users. That means that I can't ban webtv users, because to do so would be to ban everyone.
The second problem is that I don't want to be in the business of banning people unless they are being egregiously rude to one another. It means that I have to set and enforce moral standards fairly, which is difficult and a lot of work.
My best advice is to ignore trolls. This is not out of some kind of crown-of-thorns self punishment, but because it works: Trolls expend energy to annoy you, and the payoff is that they get a rise. Responding (including posts like this) encourages them because it indicates that their trolling is being noticed. You're right about the "word war" too; an insulted troll is more likely to want to "get even."
