I'm not sure what the limitations are in the Lite version of Ableton Live, but I know that with Logic Express, plugin sidechains are not supported (vs. Logic Pro in which they are supported).  Talkbox is a plugin that requires sidechain input in order to function (the separate input busses are for carrier and modulator signals; this is described more in the mda AU readme file).  The full version of Ableton Live does support sidechains, but I'm not sure about the Lite version.  Either way, you also need to make sure to connect the sidechain input, so if it is possible in the Lite version but you haven't configured the plugin correctly, then you'll not get proper behavior.

That said, I'm not sure from where the 24 Hz impulses are coming.  I tried checking it out in Logic Express 7.2.3 and didn't hear this, though I'm not sure whether personally my ears are able to perceive a frequency as low as 24 Hz.  I have heard that Logic has some misbehavior where it always indicates to the plugin that a sidechain input is connected, even in cases where one is not, and I'm not sure what exactly the plugin does receive as a sidechain input in those cases, so perhaps it's some garbage input coming from the host in those cases?  I'm not sure.

But I guess the bottom line is that Talkbox requires the additional sidechain input in order to do anything interesting, so you're not going to get anywhere with it in Logic Express, and I'm not sure about Ableton Live Lite (though you may want to investigate and make sure that you're configuring a sidechain input correctly, if that is possible).  The way it works in Live is that a sidechain input shows up as an audio output destination on other tracks, so I would try investigating that.
