Logic 4 didn't allow MIDI to effects.  Only Logic 5 and above do.  However, I did used to make a workaround thingy for Logic 4 (only Mac, so you're in luck) that can help.  It's a bit of a nuisance, but works.  Note that only Rez Synth and MIDI Gater really need MIDI, a few others are more fun with it, though.  Anyway, try poking through our DFX Museum archives and you'll find some older versions of Skidder, BO, Rez Synth, and Transverb that came with these special Logic 4 versions (I stopped making them once I got Logic 5, so that's why you need to look through the archives).

Hmmm, since this comes up sometimes, maybe I should just check myself and find the specific version numbers that last included the Logic 4 workarounds...

You can insert MIDI gater as a Logic instrument and use SIDECHAIN for audio track or bus input. Works fine in Logic 6.2.1 OS X at least.
